Tim Roache, Executive Director

Tim became the Executive Director of the Rockingham Planning Commission in August 2017. He is responsible for overall management of the agency and works with the Commission’s highly experienced staff, its Executive Committee and community representatives on policy and strategic planning initiatives. Tim's career includes positions in the land-use planning, environmental and transportation fields. He comes to the Commission as the highly regarded Executive Director of the Nashua Regional Planning Commission. As a long-time resident of Stratham, Tim is familiar with its characteristics, as well as the challenges facing the Commission’s member communities.

David Walker, Assistant Director

Dave has been with the RPC since 2000 and became the Assistant Director in 2018. In addition to his role as Assistant Director, Dave has served as the Transportation Program Manager since 2010. Dave primarily works on the development and management of the Unified Planning Work Program (UPWP), agency transportation planning documents such as the Long Range Transportation Plan and Transportation Improvement Program (TIP), strategic documents such as the Congestion Management Process (CMP) and corridor studies, and technical assistance to communities in the region. He received a B.A. in Political Science from the University of Vermont and a Masters in Urban and Regional Planning from the University of Hawaii. Dave lives in Exeter with his wife and three children.

Annette Pettengill, Business Manager

Annette has been with the RPC for many years and is responsible for maintaining and monitoring the Commission’s financial, accounting, payroll, personnel and benefits, and grants and contracts. In addition, she provides administrative support to the Executive and Assistant Directors and commissioners. Annette has an ABS in Travel & Tourism/Secretarial Management and also has her NH Real Estate license. Annette grew up in the region and currently resides in Newfields.

Scott Bogle, Senior Transportation Planner

Scott is a Senior Transportation Planner with the Rockingham Planning Commission, where he works with municipalities, transit agencies, human service transportation providers, and other partners at the local, regional and state level to expand access to community transportation, and safe accommodation for bicycling and walking. Prior to joining the staff at RPC in 2001, he worked for the City of Eugene, Oregon, the University of Hawaii Sea Grant Extension Service and the National Park Service. He holds a Bachelor’s degree from Brown University, and a Masters of Community and Regional Planning from the University of Oregon. He lives in Durham, and outside of work can be found volunteering, bicycling, hiking or otherwise spending time with family.

Robert Pruyne Jr., GIS Manager

Robert has been at the RPC since 2002, and serves at the GIS Manager and IT person. He obtained his B.S. from Skidmore College in Environmental Planning and studied Civil and Environmental Engineering at the University of Massachusetts. He earned his professional GIS certification (GISP) in 2009. Robert has served on several public boards in Newmarket including the CIP, Conservation Commission, Open Space Commission, and chaired the Planning Board. Additionally, Robert has served on the Board of Directors for Lamprey River Watershed Assoc. (LRWA), the New England Chapter of URISA (NEURISA) and Cornerstone Montessori School in Stratham. Robert is a RYT-200 yoga teacher in his spare time. He lives in Newmarket with his spouse and child and big dumb golden retriever 'Ted'.

Mike Packer, GIS Coordinator

.Mike joined the RPC in October 2024. He has B.S.’s in both Environmental GIS and Marine Ecology from the University of Maine at Machias, where he performed studies on mudflat ecosystems, coastal flood impacts, and residential development suitability analyses. Before coming to the RPC, Mike worked as a municipal GIS Specialist, where he provided GIS analyses to help support decision-making, as well as data visualizations. He also had a career as an environmental scientist, examining the environmental impact of energy and transportation infrastructure projects. Mike is a lifelong resident of Rockingham County, having grown up in Stratham. He has always loved the natural beauty of the region and is an avid amateur photographer.

Jennifer Rowden, Land Use Program Manager

Jenn has been a land use planner at RPC since 2013. Currently, Jenn serves as the circuit rider planner for North Hampton and Newton, and is involved in multiple land use projects at the RPC, including municipal master planning, hazard mitigation plan, coastal resiliency efforts, and land use regulation development. Previously, Jenn worked at NHDES for five years on a variety of watershed and drinking water protection efforts. At NHDES, she served as staff to the N.H. Rivers and Lakes Management Advisory Committees, N.H. Flood Commission and N.H. Water Sustainability Commission. She completed her undergraduate work in Political Science and graduate work in Natural Resources at UNH. Jenn lives with her husband and daughter in Exeter.

Madeleine DiIonno, CFM, Senior Planner

Maddie joined the RPC in January 2021. Maddie is involved with several land use projects at RPC including climate adaptation and coastal resiliency initiatives, municipal master planning, source water protection and hazard mitigation planning as well as zoning and land use regulation development. Previously, Maddie worked as an associate planner for the Southern NH Planning Commission where she was responsible for local hazard mitigation planning, master plan writing, and transportation data collection and analysis. Maddie earned a B.S. in Community & Environmental Planning (2017) and a M.A. in Community Development, Policy and Practice (2020) from the University of New Hampshire.

Mikayla Jerominek, Regional Planner

Mikayla joined the RPC in May 2023 after working on public involvement and environmental justice planning for transportation infrastructure projects in several states in her previous role, including New Hampshire, Massachusetts, Georgia, California, and New Jersey. Mikayla is an early graduate of her high school and the University of New Hampshire, where she earned a Bachelor of Science in Community and Environmental Planning in 2021. At the RPC, Mikayla serves in both a transportation and land use capacity working on initiatives in multimodal and long-range transportation planning, community engagement and public outreach, water protection, coastal resiliency, and housing. Mikayla is proud to have been born and raised in Albany, New York but also loves living in the New Hampshire Seacoast where she is a bicyclist and musician.

Jill Longval, Special Projects Planner

Jill Longval has worked as a planning consultant for the RPC since 2019 and joined as staff in May 2022. Prior to that, she was the Senior Environmental Planner for the Nashua Regional Planning Commission, where she worked for 12 years. Jill is involved in a variety of environmental and land use projects, including Household Hazardous Waste, energy, and master planning. Jill has a B.A. from Bowdoin College and a Master of Environmental Management from Duke University. She lives in Concord with her family and enjoys hiking and bodybuilding.

Trisha Cheever, Transportation/GIS Analyst

Trisha joined the RPC in April 2022 where she serves as the Transportation/GIS Analyst. Prior to joining the RPC, she worked for the City of Salem, Massachusetts where she oversaw a variety of data management projects and took a special interest in initiatives such as Keeping History Above Water. She obtained her B.S. in Geography from Worcester State University in 2020 and is working on her M.S. in Geo-Information Science from Salem State University. Trisha grew up in Revere, MA and now resides in Newmarket.

Glenn Coppelman

Consultant Planner

Glenn has been consulting with RPC as a circuit rider planner since 2014, and specializes in advising communities, non-profits and businesses in the areas of planning, economic development, grant writing and strategic initiatives. Previously, Glenn was the Economic Development Director for the NH Community Development Finance Authority (CDFA). Glenn earned his Bachelor’s degree from Framingham State College, and his Master’s in Resource Administration and Management from the University of New Hampshire. Glenn has served as Kingston’s representative to RPC since 1985, and has served as the Chairman of the Commission for four terms over the past 30 years.

Theresa Walker

Consultant Planner and Exeter-Squamscott River Local Advisory Committee

Theresa is a consulting planner for the RPC and has worked with the agency since 1996. She works with municipal officials on a wide variety of projects, including natural hazard mitigation planning, water quality and wildlife habitat protection, natural resource inventories, and the retention of the region's working landscape of farms and forests. Theresa has a BS from the University of Delaware, a Masters in Land Use from College of Environmental Science and Forestry at SUNY Syracuse. Theresa and her family live in Durham.
